Seems like a way to basically build a framework outside of the Constitution to make it "legal" to do whatever the hell you want to terrorists without giving them a fair trial.
Or at least, it's a way to buy time before such crap gets deemed unconstitutional. The fact that gay marriage isn't fully realized yet is a huge example of this. |
