also just a quick added note, like i said in the description i would assume that this is an allowed song, but the reason i said "99% sure" was because the permission sheet says, quote, "Only to use songs released on their homepage.", and their homepage (https://chemsys.cc/#sec04) effectively says "for non-commercial, personal use is fine, small-scale monetization on youtube/nnd is fine, corporations contact separately" (ffr is more "personal leaning"), with lapin noir not falling under any of the companies where you'd have to inquire separately
HOWEVER, and here's the counter point, https://vocadb.net/Al/22690 says diversesystem, and in theory you could go off https://usagi-jd.tumblr.com/ that it's chemsys (cosMo) after all and diversesystem is just a publisher (after all tano*c is there too) but i mean you guys (ffr staff) prolly have more experience with this legal stuff

Permission seems to be okay based on my review.
Only comment at this time is about the artist attribution. There's general debate on whether to include vocaloid voices in the attribution. Usually, I'd lean toward copying whatever the artist does in their release(s). So in this case I'd suggest changing the Artist field to "cosMo@Bousou-P feat. Yuzuki Yukari"

changed artist field after Tru's suggestion. i originally didn't put the feat. in the field because other cosMo songs don't, but they also don't even agree on whether to include the dash so they probably shouldn't be treated as convention and so i can agree with the suggestion

Judge notes hidden until score is given.
- 1.862: Why do you follow the piano here, but not earlier like 1.029? There are no vocals here either.
- 2.279(and all other instances): Same here, why not just follow the vocals exclusively or follow the piano?
- 4.362: For this repetition you'd except the pattern to repeat itself, but it's [3][4] vs [1][2].
- 9.292: Ghost note.
- 11.029: With your structure this would be a ghost note, there is no piano here, just a hi-hat, if you were stepping the hi-hat you have several missing notes like 10.612, 11.306 etc.
- 11.723, 12.834 etc.: Why is this a jump? You omitted a similar sound @10.612
- 12.556: Why single? Most of these snare hits are jumps.
- 13.112: Here it's completely empty?
- 14.292: Missing 32nd.
- 18.806: Missing piano note.
- The first 20 seconds have a bit of a confusing structure, especially the jump use seems a bit random/inconsistent, I also don't like the over-reliance on jacks.
- 18.945: I don't mind the jacks for the vocals here, but they could be more accurate, like why doesn't 19.223 jack, or why does the 19.917 jack start before the 4th note, this makes the use of jacks really confusing.
- 23.667: I think this section could've been so much more interesting if you would've followed the piano and the drums till 25.612. I like the jumpjacks to the vocals there.
- 35.542, 35.681: Ghost note
- 35.612 - 36.723: These offset 24th notes are inaccurate, they should just be 12ths.
- I'm going to stop here because the rest of the file suffers from the same layering inconsistencies that the beginning does. A lot of the file is just not accurate enough in conveying the music due to very dense overstepping, using wrong notes or omitting crucial parts of the music. I also think the use of jacks is overdone and it's not immediately clear what the jacks represent. I'd say go into an editor and slow the song down, really listen to the music and highlight the most important parts of the song, even if the chart in this condition would've been stepped perfectly consistent I still don't think it would do the song justice because there's so much more going on that simply isn't stepped.
