I dunno what that is, but Capcom used a direct variant of that exact racing formula in "Adventures in the Magic Kingdom" for the Autopia level.
Unfortuantaley, I have no clue what the game in the screen shot is.

The screen of Bump 'N' Jump was from the Intellivision version, but close enough.
I don't know what the new screen is from.
