Yes, any previous files with Resubmission status from the regular batches are converted to Conditional Queue. Resubmission was only relevant with the SAP system and it still neglected Conditional Queue.
Concerning the creation of a new Queue/Batch Thread, I can work on a v3 that won't come later until Friday this week at earliest. I have several exams to focus on for the next couple of days and tonight I'm preparing for them, although there has been a new thread created for the Special Batch Judgment System (the old Lead/Veteran Judgment document was outdated and I modified it to be more up-to-date with the recent changes).
