How is that relevant? Anti-PA is a skill. Harder than normal PA. And there are songs that require you to progress through more difficult songs to unlock more e.g. R3 (omega mix) -> All of the World -> Pylons and so forth. And introducing a token ONLY for the best of the best is doing exactly what you're talking about. Making it so you must beat all songs perfectly in order to obtain it.
