Open up Task Manager, and kill the explorer.exe process tree, then run explorer.exe again. It completely destroys all lag.

It truly is the best way. Once that is over, go online and search the names of the remaining processes, be sure to include their PID or you could close something you don't want to close.
There are some svhosts that are pretty pointless, but if you don't need to close them you should just leave them running.
Another VERY good way I found to cut lag consists of a few things:
1. Disable all windows visual themes (Or leave explorer.exe off)
2. Turn colour quality down to 16bit
3. If you have nVidia: left click on the taskbar icon, Performance and Quality Settings, Image Settings, turn it all the way down.
4. Other ways to reduce lag can be reducing your resolution, but if you have icon location customizations on your desktop they will be ruined.
