The ending has ridiculous amounts of crossovers just 'cause Konami thinks it'd be funny. On an ITG scale, it's a 12. TLoM would be an 11, and Can't Stop Falling In Love (Speed Mix) would be a 9.
Now notice how it's 18, 15 and 14 respectively. Konami is doing it wrong. Sure, it's just a numbering system, but the more accurate it is, the more of a point of it being there is.

Just noticed that the adjusted difficulties list is the original rating +5.
20 would be a 15, and by ITG standards, that's a kb file on foot lolz (VB, Strangeprogram, etc.)
