It was, but they had to split it into two parts for multiple reasons.

It originally was but with previous time constraints they cut it into two parts, but they fixed the time constraints but still decided to release it as two parts. Trust me I'm mad too :(

No they didn't. TGWP (full edition) is barely able to hold up on its own without a number of bugs such as syncing issues amongst other things. It was only made possible with a hack, so it's certainly not a very sustainable way of representing marathon files on FFR. Making White Walls as one whole file would be a very bad idea - both parts are troublesome enough for anyone to AAA or even FC.
