I unlocked it on 8/20/07

To unlock it, play Seattle's Finest (Hip-Hop, level 2 of 12, 169 steps) and pass the song with 50 or less goods, 40 or less averages, 40 or less misses, and 60 or less boos .

This is a skill token meant for the new users to FFR. This isn't really that hard, since the arrows move slow enough for you to hit them all; plus the range you can have for the miss/boo are very high, so there should be no problem with this (except for the bad music) =P
